If you can't even do that, you'll have to take ownership of the folder first (it's a tab in the Advanced Permissions dialog screen). Can some one please help me why I cannot delete this file? Thanks to all those who replied. Take ownership of parent folder, and propagate permissions to children, access denied. When using other administrative or domain administrative accounts, access denied type errors when applying permissions do often occur.
If the latter, try logging in to the server and doing it there. Maybe is your Folder marked as system folder or hidden or etc.. After it finished I changed it back to original owner and again opted to apply to all sub folders. Subinacl, access denied. Browse other questions tagged windows-server-2003 ntfs or ask your own question. Check This Out that would explain why you can't see permissions or do anything.
The folder which I have tried to take ownership for wasn't there at all, but it kept showing in CMD, Explorer, other applications, and no magic helped me fight it.
